Hey! Nice first submission. The clothing is pretty hot, but there are a few things you gotta fix here.
First, just remember you have to have a complete full-body shot. Try not to cut off the feet in the future.
The shoes rn aren't working for this imo. I think there needs to be some shoes here rather than strings. The foot scaler certainly wasn't needed; 70% is way too small.
The hands should probably be at least 70%, and the shoulders are looking a little broad. A 90 or 95% scaler would fix that. The perfect waist scaler can go too, since it's not really necessary.
Last, you just need to accessorize a littttlee better. Toss in a bracelet or something.
Otherwise, you failed this important, basic rule:
16) Shadow-less and tint-less rooms are required when taking *hiresnobg.

or like, does it have to make sense with the theme? -> Like let's say I'm putting together an outfit to wear at a night club for dancing. Wouldn't make sense to expose the feet, even if it looks nice, so if I would wear shoes irl to an event like that, then I should make sure the outfit I'm submitting online correlates to that as well? But then again, in an imvu 3d public chat room, I would go barefoot even if it was a club environment, because it's online and my feet wouldn't get bothered by non existing people that could step on it and such.??

Think of it like this: you wouldn't put ballerina slippers on a girl who's going to a rave in cybergoth attire, right? You'd give her some kind of combat, PVC boots, because that's what matches. Sort of keep that in mind. Another example; you wouldn't put fuzzy pajama slippers on a girl going to prom. So the foot wraps can be used - but you need to have the outfit to match it.

So basically the style of this outfit didn't go with the foot wraps "erotic feet" item because there's no understanding of why black foot ribbons are suppose to make sense?
Like I'm sure the maker of this outfit just felt like it looks nice all together because it's black, but that's not a reason enough to make sense. But if they wrote in the description something like "This is a foot fetish themed outfit. Notice the restraining harness belts around her thighs to hold her in place as her feet get tickled into insanity, etc etc", then it would qualify as an ap outfit, and the feet ribbons things would make sense and be acceptable. ? Basically... We need to use those description boxes, because the way we describe our outfit can be the difference between a fail or a pass?

Sometimes a description is what stands between a fail or a pass, it really just depends on the outfit. For example, if you did a new agey ninja and no one really knew what it was, they might fail it. Normally though, judges and members are not allowed to grade based on the description. But if there are certain things that the judges might not understand in the outfit, then it's best to explain them.
