This is an interesting concept. But the shoes have little to no texture to them, they're basically flat black. The skirt also doesn't match anything here. The accessories seem kind of random, I don't see pearls matching anything here. The hair is also a bit too immature for the concept you were going for. And the head is a bit immature for all the makeup on the skin, so you either need a more natural skin or a more mature head. In my opinion, the skirt and shoes need to be changed so I don't see the point in a resub.

I agree about the shoes. The skirt would have been fine if you could play up the color a little more, maybe. Like with some accessories, instead of using pearls. And I honestly thought the hair looked adorable here; it's about the same maturity level as the top and skirt, I imagine. I think you could change the shoes and look for better accessories if you wanted.

The skirt cant be changed because its a full outfit, so I would try to tie in the color a bit more, maybe into new accessories since these aren't working so well
