The eyelashes are really random - this isn't an albino individual so having all-white eyelashes without it being an obvious style choice (this is a simple outfit, not a high fashion one) is just out-of-place. The locket you chose is also almost completely texture-less, especially on the actual lock part.

I think using this shirt with a pantie+stockings is a bad match-up. I get that it's supposed to be a laid-back sort of look, but this top isn't a laid-back outfit. Just a sweater or a t-shirt would have been fine, but to have on a button down that's done all the way up, with a sweater over it and the collars properly rolled back... That's not a, "ready for bed," or "just crawled out of bed," sort of look. The collar and bow, as well as the rather formal stockings are the same.

This isn't so much a child submission as it is kawaii. But for what it is, it's not really bad.
I do agree with Sin, though.
