It would be nice if you match your fingernails to your toenails but it's not a big deal.

I don't think that the choker really contributes anything to this look. The dress is very formal, while the choker is simple and almost casual as I see it. Not to mention, the cut of the dress is so high, that any average sort of necklace really isn't necessary.

I also think that the hair and makeup are a bit too simple for the outfit you've got compiled, here. A higher-shine gloss and some less-nude eyeshadow would have really helped put this over the top. The hair itself is just limp and a bit messy, with fly-aways all over the place. Something tidier would be a lot more appropriate.

Some rings would be nice, in place of the choker. And some color on the lips wouldn't go amiss, although there'd be nothing wrong with just adding more shine, as mentioned, before.

I kind of wish the hair was a little more done-up for this look, but it's not hurting anything, either. Overall, this looks a lot better, though the pearl ring is kind of random with the other rings. If you had hair that didn't hide the ears, that would have been more to accessorize, but it's not bad as is. I do think the new makeup is better. Lastly, the shoulders kind of look a little broad to me now, since the hair is a lot more tame...might be the dress mesh. 90% shoulders wouldn't hurt.
Also, while resubbing, it's important to include a description telling us what you've changed. It is/was counted as a rule, but not one I think should fail an outfit.
